Black and white photograph of the notable lawyer and chief counsel for the United States Army during the controversial Army–McCarthy hearings (April–June 1954), reciting the now famous quote "Have you no sense of decency, sir, at long last?" Photograph inscribed and signed by Welch in pen to the lower center.
